The New York State economic development zone summary of possible credits on New York State Business or Personal Income taxes:

Wage Tax Credit (WTC)

  • Credit to business owner based on the number of new full-time employees
  • Credit is per new employee for a five (5) year period
  • Credit can be carried over and is available to all businesses in the EDZ
  • The credit is $750 for each new job created; if the position is filled with a targeted worker, the credit doubles to $1,500 for that worker

Investment Tax Credit (ITC) (Mfg. Or Financial Service Industry)

  • 8% - 10% of new investment
  • Real property and depreciable machinery and equipment
  • Manufacturing, processing facilities, or financial service industry eligible

Employment Incentive Credit (EIC) (Mfg. Or Financial Service Industry)

  • Extension of investment tax credit for three years if ITC creates new jobs
  • 3% of initial investment per year (30% of ITC)
  • Manufacturing, processing facilities, or financial service industry eligible

Sales Tax Rebate (Retail not eligible)

  • Rebate of full 8.25% state/local sales tax for building materials and equipment (rebate to be requested by construction contractor)
